Wanted: Volunteer auditors for the school district’s audit committee

The Board of Education of the Chappaqua Central School District (“CCSD”) is seeking three volunteers to serve on the district’s audit committee, along with the five board members. Volunteers with experience in accounting, auditing, financial reporting and school district finance are encouraged to apply. Familiarity with the auditing process, particularly for not-for-profit entities, is a strong plus.

New York State Education law requires that every district establish and maintain an audit committee. The New York State Department of Education suggests that the audit committee, “be made up of individuals who collectively possess the necessary knowledge in accounting, auditing, financial reporting and school district finance.”

The Audit Committee acts in an advisory capacity to assist the Board with overseeing the internal audit function and with reviewing the recommendations of the external audit. Audit committee members fulfill the following specific functions:

1. Provide recommendations on the appointment of both the external and internal auditors.

2. Meet with the external auditor prior to the beginning of the annual audit of the district.

3. Review the external auditors risk assessment of the district’s fiscal operations.

4. Receive and review the draft audit report and management letter.

5. Work to help the Board understand the audit report and management letter.

6. Provide recommendations for the Board regarding the external audit report.

7. Review all corrective action plans.

8. Review all findings of the internal auditor.

9. Monitor the district’s implementation of the internal auditor’s recommendations.

10. Assist the Board in their evaluation of the internal auditor.

The Audit Committee will meet at least two (2) times each year. As a public body, the Audit Committee is subject to the requirements of the Open Public Meetings Law.
