Curran leaves Planning Board, town looks to fill vacancy

Last week Planning Board member Gerrard Curran resigned his Planning Board seat, stating that his other obligations—as Chair of the Chappaqua Volunteer Ambulance Corp’s Board of Directors and Co-Chair of the New Castle Democratic Committee—demand more of his time.  Curran also operates as a driver and emergency medical technician (EMT) for the CVAC.  The Town Board is searching now for his replacement.  Below, see the job description and application process, from the town’s website.

Editor’s Note: On September 24, the Millwood Fire Commissioners adopted a tentative budget for 2013 that shows a 34% increase over its 2012 budget, but a 5% increase over its 2011 budget.  This is largely due to a dramatic 22% drop in the fire district’s 2012 budget.

Millwood Task Force asks for closer look at traffic, parking, noise and lighting for moque

In its Thursday, August 2 meeting, the Millwood Task Force (MTF) announced that its comments on the application by the Upper Westchester Muslim Society (UWMS) to construct a mosque at Pinesbridge Road had been submitted to the Zoning Board (lead agency with ultimate authority to grant the special use permit) on July 17.  The task force’s comments were limited, said Chairperson Dianne Kleinmann, to issues of traffic, parking, noise and lighting.

Zoning Board closes public hearing on West End mosque, accepts written comments till August 24

Residents, many of them from the West End of New Castle, returned to town hall on July 25 for the continuation of the Zoning Board’s public hearing on the environmental impacts of the proposed mosque at Pinesbridge Road.  Although permitted by the town’s zoning, the use of the eight-acre property for a religious institution and the traffic it may bring to an otherwise bucolic residential setting have been the toughest issues for West Enders to grapple with.

Planning board asks UWMS to look at alternative that shifts mosque south

Citing more traffic during Ramadan than was reported in the Upper Westchester Muslim Society’s draft environmental impact statement, in a July 17 work session the Planning Board requested that the UWMS re-think its proposed number of overflow parking spaces for its two high holy days. In response, on July 24 the UWMS returned to present yearly usage and attendance figures for mosque services, events and significant holy days.

Planning board suggests that mosque parking lot be reduced and trees saved

On June 27, the Zoning Board of Appeals held open for continuation on July 25 a hearing on the environmental effects of a plan to construct a mosque on Pinesbridge Road as set out in the Upper Westchester Muslim Society’s draft environmental impact statement (DEIS). In the meantime, the ZBA has referred the DEIS back to the Planning Board for its comments on wetlands, steep slope and tree removal issues.  The application returned to the Planning Board on Tuesday.

NEW: Black bear captured—on phone camera

Several residents reported sighting a black bear at Gedney on Friday morning. New Castle Police Department issued a Nixle alert that afternoon.  On their ride home from Bell by car around 3:00 p.m., middle schoolers Chloe and Devyn Sheth were unaware of the alert, but happened to notice a friend on foot whose attention was trained on something in the woods.  It was a black bear making its way along Spring Lane, off Quaker Road near the Duck Pond.  They followed along, too, and from their car snapped its picture.

UPDATE Monday, June 11—- Advisory: Black Bear Sightings in New Castle

Black bear sightings have been reported around Route 100, Gedney Park, Douglas Road area and most recently on Quaker Rd near the Duck Pond. The NY Department of Environmental Conservation advises that bears will only be encouraged to leave the area if the bear creates a public disturbance, acts aggressively towards a human or pet, attempts to enter a home, or is injured and cannot move freely to escape.

Ossining School Budget Results

Ossining’s school budget passed by 1,879 Yes votes to 1,049 No votes.  Kim Case (1,661 votes) and Dana Levenberg (1,516 votes) were elected to the two board positions.  The third candidate, Sharon Abreau, received 933 votes.

Are you firefighter material?  Find out.  Like many fire companies across the state, as part of “RecruitNY,” on Saturday and Sunday, April 21-22 from 9:00 a.m. to 3:00 p.m., both the Chappaqua and Millwood Fire Departments will open their doors to conduct tours of their station houses and firefighter apparatus, and allow visitors to try on firefighter gear and participate in various activities. Firefighters will be available to talk to potential recruits about about what it takes to be a volunteer.

POLICE ADVISORY: Now THREE burglaries; people of Asian descent may be targets

UPDATE: 8:11 a.m. Tuesday, December 11, 2012

Several hours after yesterday’s burglary advisory was sent an additional burglary was discovered. This burglary was on Birch Lane in Chappaqua and the home is owned by a person of Asian descent. This strengthens our belief that the burglars are targeting homes owned by persons with Asian last names. Residents are advised to take necessary precautions to protect their property.

On November 5th the New Castle Police investigated the report of a burglary on Surrey Lane in Millwood. Today we received a report of a burglary on Chappaqua Mountain Road in Chappaqua. Both burglaries occurred during daytime hours. Both victims were of Asian descent.

At 8:00 p.m. on Wednesday, June 27, at town hall, the Zoning Board of Appeals will hold public hearings on its continued review of the Upper Westchester Muslim Society’s application for a special permit to construct a house of worship on Pines Bridge Road in the West End, or Ossining, portion of New Castle on slightly more than 8 acres.  The Society’s draft environmental impact statement (DEIS) treating such issues as traffic and parking, noise, setbacks and impact on town services, is available online.

On Monday, June 18, the planning board will again consider where Homeland Towers may place a 130-foot cell tower mounted within a 2,500 to 5,000 square foot fenced compound.  The tower’s location in the West End of New Castle is meant to close a coverage gap in service.  Under consideration are a residence at 50 Hoags Cross Road and the town’s newest park, Amsterdam, just down the street on the other side of Hoags Cross. In both locations, houses are few and far between.  Wherever the tower is placed, Homeland will lease the land on which it sits from the owner.  Unofficial estimates of the monthly fees for cell tower leases range from $2,400 to $5,000 per month.

Millwood’s Little Red Stationhouse bites the dust, but could make a comeback

On Wednesday morning, a single backhoe made short work of Millwood’s the little red stationhouse. Within two hours it was reduced to a pile of wood siding, shingles and beams; slate roof tiles; the bricks of the chimney; the sawdust left by insects and squirrels that have had the run of it; and the ivy that had grown up its backside, into it, and out a hole in the roof.  By afternoon,  the footings had been filled in and smoothed over.

Winners of New Castle’s 2nd Annual Fishing Derby

Luckily, the rain that will stay with us for most of this week held off till after the 2nd Annual Fishing Derby at Gedney Sunday morning.  Families spread out all around the pond to catch the 500 or so trout released into the pond two days before.  With big night crawlers supplied free, anglers of all sizes, abilities, casting styles and equipment snagged not only trout, but also sunnies, catfish and crappies that had overwintered in the pond.

Chappaqua Volunteer Ambulance Corp (CVAC) will hold its first-ever community-wide Open House for New Castle residents.  This fun-filled family event will help community members get a better understanding of what goes on behind the scenes at CVAC.  Last week, CVAC’s ambulance and crew members made a bee-line to eight homes in New Castle, treating children, adults and seniors for stroke, chest pain, abdominal pain, respiratory illness, head injury, snycopy (that’s fainting) and general illness.  They also responded to a fire call to “stand by” for injuries.

Millwood Task Force members met at Westorchard with the town board last Tuesday to discuss the future of Millwood and how to proceed, now that a $6,000 Phase One study has come back from Project for Public Spaces. The two parties found themselves in a chicken-and-egg situation, with town board members asking MTF members to engage more of their fellow citizens in the process of imagining Millwood’s future before they will commit more dollars for a next phase of consultant assistance.  On their side, Millwood Task Force members and several residents wanted to know—before beating the bushes for participants—that the town board will support them by committing more dollars.

Letter to the Editor: It’s time to form a New Castle Chamber of Commerce

We’ve all come to realize that New Castle’s commercial base is very small. Greater commercial revenue = less dependence on residential taxes to run our town and schools. We need our merchant/business community, and they need us.  We must all work together to achieve our common objectives.  An important part of the way forward is to create a strong Chamber of Commerce for Chappaqua and Millwood.

Bright green postcards went out two weeks ago to the 2200 residents who had not yet paid the second half of their school taxes, which must be postmarked or received by the tax office by close-of-business on Tuesday, January 31.  A 10% penalty applies beginning February 1.
